Meet Our Maintenance Supervisor: Allen Locklin

If you’ve enjoyed your lunch sitting at one of the bistro tables in Waterhouse Pavilion or tapped your toes to the rhythm of a band during Nightfall in Miller Plaza, then Allen Locklin is the man you should thank for making those spaces beautiful and welcoming to visitors and residents of Chattanooga. Privately owned and operated by River City Company, Miller Plaza and Waterhouse Pavilion have acted as a beacon for City Center since its creation, and Allen has been an essential part in sustaining this space for the public’s day to day enjoyment.


One of the longest standing employee’s at River City Company, Allen has been with us since 1999. Before joining our team, Allen worked in maintenance at the Arnold Palmer Golf Company for 39 years before their move to Ooltewah.


Hailing from Shelby, North Carolina, Allen has called Chattanooga home for more than 50 years with his wife Lucille-a retired nurse. Three children and three grandchildren later, Allen enjoys spending time with his family and hearing his grandchildren call him Papaw. During his free time, Allen loves to fish around the dam and works hard in his garden.


Allen is an invaluable member of the River City Company team. And the next time you find yourself in Miller Plaza, see if you can spot Allen. Here’s a hint: he’ll be the guy in the baseball cap.
